[Jobs] Jenkins / Travis wizard needed, short-term contract

UK2 is looking for someone who has worked with Jenkins or Travis,
Github, and perl, all together in one large project with irritating
dependencies, to make magic happen so that our tests get run when we
push to master and when we raise PRs.

We estimate that this is about a week of work, most of which would be
learning the Heath Robinson-esque machine made of toilet rolls and twine
that is our dev/test environment.
