SSH SOCKS proxy

What's folks' favourite SSH SOCKS proxy program for command line ssh?
Seems like lots of solutions out there. I've tried a few but they all
seem baroque, only PuTTY Just Works, but that's a GUI app.

I assumed it would be something as simple as 
  SSH_SOCKS_PROXY=... ssh user at host
but apparently not...
