It should be possible to encapsulate the entire message.
The wrapper could hold the annotation. You still need to
decrypt (if required) but encapsulation should be the original
verbatim message source - which will not affect a
signed only message.


Another idea is to include (X-) annotation in the headers - then tweak
your MUA to present the selected headers.
