I would ask this question on the mailling list or forums at

I doubt if there is anyone on this mailling list that has any special
knowledge. However it doesn't look like that project has made a release
since 2002 and to so I would be surprised if there is an active
developer community.
A quick look on CPAN would seem to indicate that Net::OSCAR might be
worth looking at and it does appear to be actively maintained so stands
a better chance of having kept up with any protocol changes.

A quick google for "ICQ Protocol" seems to throw up a lot of fairly old
stuff. I would suggest looking in the CVS and/or changelog of a client
such as 'gaim' to determine what the changes have been - there doesn't
appear to be any official documentation.
