Preventing missing dependencies

If it's possible to write Test::PreRequsites then it should be possible 
to do away with a manually maintained list of (Perl) dependencies all 
together.

Module::ScanDeps comes close, but fails in interesting ways when you 
start adding additional library paths.  I should really come up with a 
simple test case and report that as a bug.
