It doesn't even make business sense any more - soon *they* will have to
take responsibility for disposing of *your* used carts, only that problem
goes away if they let you take it off to some ropey lot who'll refill it a
dozen times.  Of course, then they'd have to start charging the price of a
printer for a printer, and the price of a cart for a cart.
