Wrong type of slough, old fruit. He means slough as in marsh or bog thus
describing, rather neatly, the feelings that depression generate.
Of course Slough was originally built on a relatively fertile
outcropping of clay in the alluvial flood plain of the Thames which was
indeed fairly boggy...
