Not at all.  It's a well-trodden path and they all know the rules of the
game.

1) Multinational company threatens to move to place with cheaper cost
base.
2) Employees and suppliers scream bloody murder and point out how many
jobs are at stake.
3) Pollies give them a bunch of shit for free. (often a mixture of tax
breaks, free or heavily-discounted leases, other stuff)
4) Pollies get re-elected for "saving" all those jobs.
5) Free shit runs out.
