A foreigner, generally. Or Stephen Fry (and he comes from Norfolk, so 
that's almost foreign - at least that is what they think).

My 2p's worth is "www.cpan.org is Jarkko and Elaine's gig" or at least 
that is what it was when I did O level all those years ago.
