Debian has the pkg-perl project which is a friendly bunch of people who
package Perl modules and put them into Debian. I presume these packages
eventually make their way into Ubuntu, too.
http://pkg-perl.alioth.debian.org/ (IRC, svn, Docs, etc)
They also maintain the dh-make-perl script which does a reasonable job
of auto-building Debian packages from CPAN distributions.
