Three main things really:

1) It has no usable web frontend management tool 

2) Mailman works so there's no real reason to change

3) It was originally written to prove the point that all the people who 
   said "If there was a mailing list manager written in Perl then I'd 
   hack on it" were liars. As such it can be considered entirely 
   successful.
