no! What you need is the list of people repsponsible for this mess so you 
can hunt them down and kill them.

  Then set up new servers using automatic provisioning and use either packages
or CPAN to install your modules. 
bonus points for automating this as well.
then ony ever add new modules via the method you chose. again bonus points 
if this is automated. Then if its all automated you can set up new servers 
which are the same as the old ones really quite easily.

but kill people first you will feel better.
