Question - who actually pays overtime (except
to contractors) these days?

Most of the jobs I have seem to offer a fixed monthly salary and unpaid 
overtime. However that said the good ones (such as mine :-) do pay real 
bonuses - in other words if the hard work pays off you get a real part 
of it.
