London.pm leader election

Hello all,

It has been a pleasure and an honour being leader of London.pm but
sadly all good things must come to an end. So it's time for a
London.pm leader election!

Elections are tricky things, but we will be using the Debian Voting
System as described here:

... with a "None of the above" option.

Dave Cross has agreed to be returning officer.

Timeline:

4th October: Send nominations to acme at astray.com and dave at dave.org.uk
before this date
18th October: Voting opens
1st November: Results announced
