A lot of telecommute gigs come through personal contacts too.  Get yourself on start making useful contributions  to one or more significant Perl projects (e.g. p5p, DBIx::Class, Moose, Dancer, Catalyst etc.).  You can find out what people need done by asking around on IRC.
