In all seriousness - that is quite possible. A hacker friend of mine
swears there are some VPN providers who are fronts for such agencies;
I guess the cost of running the VPN service is far outweighed by the
amount of info you get to sniff.

A similar trick worked for wikileaks early on, according to some
