I know Matthew and the other SORBS deputies. They've been trying to  
get really aggressive on dynamic IP space lately, trying to force the  
hand with decent rDNS naming (a noble goal) for dynamic vs static  
assignments. Give me some more details (offlist if you like) and I'll  
see what I can find out.
