Yes, let's get rid of the buzzword matching and maybe the 
$specific_experience >= 2+int(rand(11)) thing.

Checking the applicant's CPAN id against your client's installed modules 
might be a good first step.  Next, we could put JAPH's on our CV's and 
you can run them through Perl::Critic, etc :-)
