... But I usually think of it as a deliberate attack on a non-military
target aiming to create terror for a political end.

But I'm deliberately couching it to avoid attempts to terrify military
targets, because that would be a "legitimate" act of war. (I'm trying to
leave the question of whether war is legitimate for another day).

And I'm also excluding military actions with predictable civilian
collateral damage, which is often much worse than the deliberate attacks
on civilians by non-state actors.
