The law you are thinking of was repealed recently as they brought in a 
new law about forgery.

As a result, there are a number of tourist places where you can get a 
penny squashed into a souvineer.

You put a quid and a penny into the machine.  It keeps the quid and 
squashes the penny into an oval shape embossed with some souvineer 
graphic of the tourist trap that you are visiting.  Each machine has a 
sign explaining the change in the law that makes this legal.
