Does that include a text/plain whose content is "This is a HTML mail, please
bend over and use Outlook to view it"?

TfL's "London Loop" newsletter is a reasonably good example of how to do
HTML mail right. They have a graphic-heavy text/html portion as is fairly
typical of the genre, but the text/plain portion not only has the same
content, but has been properly styled for the medium and isn't just a
flattened rendering of the HTML.
