The fallicy here is to assume there is "a community". There isn't.
There are many, many, partially overlapping communities, consisting of
a wide range of people having various links with Perl and other people
in the various communities. And while some communities may have one, or
a group of people "in charge" (either de facto or de jure), there's no
ruling body overseeing all the communities. Neither is there a ring to
bind them all.
If you find yourself in a community where you don't like what's happening,
and you can't or won't want to change it, move on; there are many other
Perl related communities to join.
Complaining in one community about another usually isn't very helpful;
it's certainly not likely to change the other community.
